Invitation to Bid for wetlands remediation / pave / replace catch basin.

 

  • The Jaffrey-Rindge Cooperative School District (hereinafter referred to as the “District”) requests sealed bids for the removal of sand and silt from wetlands and regrade the area to allow positive drainage flow.

  • Pave the gravel area adjacent to catch basin and replace existing basin with one having a 4’ sump at the Rindge Memorial School, Rindge, NH.

 

Scope of work:

  1. Work must be completed in the summer of 2017, between July 1 and August 25, 2017. Work can commence on or after July 1, 2017.

  2. Any work requiring staging must conform to all federal, state and local regulations with respect to design and safety practices and must meet all OSHA safety standards.

  3. All construction equipment and machinery required for the work should be furnished, installed, operated and maintained in safe condition by the contractor and all subcontractors.  This includes all material and/or equipment delivered to the designated construction area.

  4. Safe practices while using such equipment is the responsibility of the contractor.

  5. The contractor must maintain a safe zone around the working area, pick-up all trash as it is generated (do not let papers, plastic or other trash get blown around), and properly protect the general public from material, tool or equipment injuries.

  6. The contractor must maintain an open path for travel of vehicles to allow normal daily activities for District workers and emergency services.  



Bidders can obtain bid documents from the SAU 47 Office at 81 Fitzgerald Drive Unit 2, Jaffrey, NH 03452, by calling 603-532-8100 ex. 260, or going to www.sau47.org and request bid packet titled “Remove sand and silt from wetlands”.

 

A site visit to the school is required, and will be held on May 22, 2017 at 10 am.  Meet at the main entrance lobby of Rindge Memorial School, 58 School Street, Rindge, NH.



Contract Award:

Sealed bids will be accepted until 10:00 am, Thursday, June 1, 2017 at which time sealed bids will be opened to the public. Bid opening will take place in the conference room of the SAU 47 office. Bidders will be contacted upon bid award by the Jaffrey-Rindge School Board, which is anticipated to be June 5, 2017. The winning bid will be chosen on its merit consisting of cost, bidder’s reputation, references, previous experience with bidder and ability to meet the District’s time schedule, service after-the-fact and the best all-around interest to the District.

No changes from the original bid will be accepted unless approved by David Reilly.


Contractor Responsibilities:

All work performed must meet the requirements of all federal, state and local codes, laws and ordinances. All required permits are the responsibility of the contractor to obtain, with the exception of the wetlands permit which has already been issued. Contractors should provide protection against damage and injury to persons or property as required by federal, state and local regulations.

It is the responsibility of the contractor to maintain a safe work zone while work is being done and cause as little interference as possible with the District’s normal operations. The work site must be secured at the end of each day. The District will not be held liable for theft or any other loss of contractor’s tools, equipment or machinery.

Contractor should provide a brief summary of experience in performing this type of work, provide a list of recent jobs as references and include a copy of any related licenses or qualifications in this field.

No smoking is allowed on any NH school property. No foul language is allowed on school property. Shirts must be worn at all times. Breaks should be taken at regular times throughout the day. Contractors and their employees should dress safely and act professional while on the job site.


 

District Responsibilities:

The District will provide water and restroom facilities; however contractors and their employees will be restricted from free access to all parts of the school.

The facilities manager will oversee all work and be present when necessary to ensure compliance with drawings, instructions, materials, work conduct and for any other reason he deems necessary.

The contractor and the facilities manager will agree to any work done above the scope of this contract, in writing, before any changes or additions are made through a written change order.


Payment:

This project must be completed in its entirety by August, 25, 2017.  Upon completion of the work, an inspection of the completed project will be made by the District’s representative, who will notify the  business office of project completion and the contractor can then submit the final bill.

Part One-Workers Compensation Statutory

Part Two-Employers Liability-Bodily Injury by Accident-$500,000 each accident

                                            Bodily Injury by Disease-  $500,000 policy limit

                                            Bodily Injury by Disease-  $500,000 each employee

General Liability-                                             $1,000,000 per occurrence

                                                                          $2,000,000 policy aggregate

Auto Liability CSL- CSL (liability and property damage) $1,000,000 per accident

Uninsured Motorists                                                         $1,000,000 per accident

Warranty on labor, materials and equipment should be clearly stated.


THE SCHOOL BOARD RESERVES THE RIGHT TO REJECT ANY OR ALL BIDS, TO WAIVE ANY AND ALL IN-FORMALITIES AND TO NEGOTIATE THE TERMS AND CONDITIONS OF THE CONTRACT DOCUMENT ATTACHED HERETO, AND TO WITHDRAW THIS INVITATION TO BID AT IT’S DISCRETION, EITHER BEFORE OR AFTER BIDS HAVE BEEN SUBMITTED BY THE BIDDERS. AT SUCH TIME THE DISTRICT SHALL HAVE NO FURTHER OBLIGATION OF LIABILITY IN CONNECTION WITH THIS INVITATION TO BID, WITH SUCCESSFUL BIDDER, AND THE RIGHT TO DISREGARD ALL NONCONFORMING, NON-RESPONSIVE OR CONDITIONAL BIDS.
